Rules and Regulations
1. Name & Objective.
1.1 The name of the Society shall be ‘The Canadian Eskimo Dog Club of Great Britain’.
1.2 The objectives of the Society shall be to further the interests of the Canadian Eskimo Dog;
2. Officers, Committee & Members.
2.1 The Society shall consist of Chairman, Secretary and Treasurer, a committee of 10 and an unlimited number of Members.
2.2 No person who is a member of the Club shall use his/her/their status as a member of the Club for the advertisement of his/her/their business or any other undertaking.
3.1 The management of the Society shall be in the hands of the following officers of the Society: Chairman, Secretary, Treasurer and a committee consisting of 10 Members, of who 10 shall retire annually. Officers shall retire on a 3 year rotation.
3.2 The President shall be elected by the Committee for a period of five years. Members of the Committee shall be eligible for re-election every year.
The following Officers and Committee shall have full voting rights at Committee and General Meetings: Secretary, Treasurer and Committee.
3.3 Meetings of the Committee shall be held as often as deemed necessary but at least one every four months.
3.4 A quorum for the Committee meetings shall be 6 (including 1 Officer) The Committee shall have the power to co-opt members onto the Committee in the event of positions becoming vacant. Those co-opted shall only hold office until the next General Meeting of the Society at which an election of Officers and Committee takes place. Co-opted Committee members shall have voting rights at Committee meetings. No individual who has been a member for less than 12 months may be elected onto the Committee.
3.5 Sub committees
3.5.1 The Committee may from time to time appoint such Sub-Committees as it may deem necessary or expedient to assist in the conduct of the business of the Club.
3.6. Failure to attend.
3.6.1 Committee members must attend at least two thirds of the meetings held and not less than three per year, unless there are exceptional circumstances.
(Attendance by conference call will be accepted for committee members who live beyond reasonable travel)
3.6.2 Failure to do so will result in that person being removed from the Committee and they will not be eligible to stand for re-election the following year.
4. Election of members
4.1 Candidates for memberships shall be accepted on payment of subscription.
4.2 Any new member will be on a twelve month probationary period, during which time voting rights are relinquished.
5. Members List
5.1 An up to date list of Members and their addresses, and those of branch members where appropriate, must be maintained and, if so requested, made available for inspection by the Kennel Club and Members of the Society.
5.2 A declaration of the number of Members of the Society must be made with the Annual Returns
6. Voting Rights
6.1 Each member shall be entitled to one vote.
6.2 Joint members are allowed one vote each.
6.3 Junior Members hold no voting rights.
6.4 Voting shall be by a show of hands.
6.5 Postal votes / proxy votes are not allowed.
7. Club Property
7.1 The property of the Society shall be vested on the Committee. In the event of the Society ceasing to exist, a final General Meeting shall be called to decide the disposal of the Society’s assets and the outcome of the meeting notified to the Kennel Club.
7.2 If the Society is wound up or ceases to be a registered Society under these regulations, a final statement of accounts with a record of the disposal of the property of the Society shall be forwarded to the Kennel Club within six months and the persons named as Officers and Committee of the Society will be held responsible by the Kennel Club for the proper winding up of the Society.
8. Club Accounts
8.1 A Bank Account shall be held in the name of the Society into which all revenue of the Society shall be paid and from which withdrawal shall only be made on the signatures of the Chairman, Treasurer and agreed committee member.
8.2 Certification of accounts must be carried out by one qualified accountant or two unqualified individuals with accountancy experience.
9. Annual Subscriptions
9.1 The annual subscriptions shall be such as agreed by Members in General Meeting and notified to the Kennel Club.
9.2 No Member whose subscription is unpaid is entitled to any of the privileges of membership and if the members shall fail to pay outstanding subscriptions by 1st March his/her name shall be automatically erased from the register.
9.3 Acceptance back on the register will be dependent upon new application and payment of arrears.
Once members have been accepted for membership, and providing they continue to pay their membership subscriptions at the correct time, they cannot be refused renewal membership. With the exception of default on subscriptions.
9.4 The only way to remove a Member from the Society’s register is by following the procedure defined in rule 10 of this document.
10. Expulsion of Members
10.1 Any members who shall be suspended under Kennel Club Rule A42j (5) and/or any Member whose dog(s) is/are qualified under Kennel Club Rule A42j (9) shall ipso facto cease to be a Member of the Society.
10.2 If the conduct of any Member shall, in the opinion of the Committee of the Society, be injurious or likely to be injurious to the character or interests of the Society, the Committee of the Society may, at a meeting the notice convening which includes as an object the consideration of the conduct of the Member, determine that a Special General Meeting of the Society shall be called for the purpose of passing a resolution to expel him / her.
10.3 Notice of the Special General Meeting shall be sent to the accused member, giving particulars of the complaint and advising the place, date and hour of the Meeting that he/she may attend and offer an explanation.
10.4 If at the Meeting, a resolution to expel is passed by two-thirds majority of the Members present and voting his/her name shall forthwith be erased from the list of members, and he/she shall thereupon cease for all purposes to be a Member of the Society.
10.5 Except that he/she may, within two calendar months from the date of such Meeting, appeal to the Kennel Club upon and subject to such conditions as the Kennel Club may impose.
10.6 If the Society expels any Member for discreditable conduct in connection with dogs, dog shows, trials or competitions, the Society must report the matter in writing to the Kennel Club within seven days and supply any particulars required.
11. Financial Year
11.1 The financial year of the Club shall be from 1st April to 31st March.
12. Annual General Meeting
12.1 Annual General Meetings will be held in order to receive the report of the Committee and Balance Sheet, to elect Officers and to discuss any resolution duly placed on the Agenda of which prior notice has been given to the secretary by the end of May.
12.2 No business shall be transacted at an Annual General Meeting unless notice thereof appears on the agenda, with the exception of routine matters or those which in the opinion of Chairman of the Meeting are urgent.
12.3 Notice of such meetings shall be given to members in writing or by notice in the canine press Dog World and/or Our Dogs.
12.4 Not less than 30 clear days’ notice of the Meeting will be given to members.
12.5 Items will be required by the Secretary for inclusion on the agenda 18 days before the meeting.
12.6 The agenda will be circulated 14 days before the meeting.
12.7 Special General Meeting
12.7.1 A Special General Meeting shall be convened by the Secretary if 10% of the Members send a signed requisition stating the subject to be discussed and requesting a Special General Meeting to do so.
12.7.2 The Committee of the Society is also empowered to call a Special General Meeting.
12.7.3 No business other than that detailed on the agenda can be discussed at a Special General Meeting.
12.7.4 Notice of the Special General Meeting will be given via written letter.
13. Amendments to the rules
13.1 The rules of the Society may not be altered except at a General Meeting, notice for which contains specific proposals to amend the rules.
13.2 Any proposed alteration to the rules may not be brought into effect until the Kennel Club has been advised and approved the alteration.
13.3 New rules or amendments introduced specifically to meet the Kennel Club requirements shall be adopted immediately.
14. Annual Returns, to the Kennel Club.
14.1 The Officers acknowledge that during the month of January each year, the Maintenance of Title fee will be forwarded to the Kennel Club by the Secretary for continuance of Registration and that by 31st July each year, other returns, as stipulated in Kennel Club Regulations for the Registration and Maintenance of Title of Societies shall be forwarded to the Kennel Club.
14.2 The Officers also acknowledge their duty to inform the Kennel Club of any changes of Secretary of the Society which may occur during the course of the year.
15. Kennel Club Final Authority
15.1 The Kennel Club is the final authority for interpreting the rules of the Society in all cases relative to canine or Society matters.
16. The joining of Clubs
16.1 The Society shall not join any Federation of Societies or Clubs
17.1 No person whilst an undercharged bankrupt may serve on the Committee of or hold any other office or appointment within a Kennel Club Registered Society.
18. Breed Society Judges List
18.1 Registered Breed Societies must produce a list of Judges each year, which must be submitted to the Kennel Club as part of the Society’s Annual Returns. 18.2 The purpose of the Breed Society Judges list is to indicate to interested parties those persons a Breed Society would support at differing levels of judging.
18.3 Membership of the Society must not be a prerequisite for inclusion in the lists.
